Vehicle Restraint Register to be launched in Bulgaria (first quarter 2023)
New legislation was adopted to launch a unified Vehicle Restraint Register. The new Register will function as an e-system on restraints imposed on registered vehicles and other movable assets that are subject to statutory registration in Bulgaria (such as agricultural vehicles, etc.).
All restraints imposed by Bailiffs on registered vehicles (and other movable assets that are subject to statutory registration) shall be reported electronically on a daily basis to the Register. Automatic reporting shall be allowed as well.
The Register would enable interested parties to conduct checks and receive up-to-date information on whether a registered vehicle is subject to such a restraint or not (e.g., prior to a purchase of a registered vehicle).
However, for the time being, restraints imposed by Public Executors (collecting public receivables) are not subject to reporting to the Register.
Secondary legislation and software functionalities are in the process of development by the Bulgarian Ministry of Justice and the Register is expected to be launched and functional in the first quarter of 2023.
